NARRATIVE
On 12/11/07, officers of the Special Assignment Unit
were on patrol in the Seaview Mall area. Officers observed a drug
transaction between a male and a female in the parking lot near Applebee’s
Restaurant. At the conclusion of the drug transaction, the male, later
identified as Philip L. Ramey, got into a minivan and began to drive away.
Officer Kelesidis then followed Ramey and attempted to pull him over. Ramey
drove through the park lot a short distance and pulled into a parking space.
As he pulled into the space he struck a parked vehicle with his minivan.
Ramey was then taken into custody by Kelesidis. Ramey also had his two young
children in the minivan with him at the time. Ramey was taken to OTPD for
further processing and a relative came and took custody of his children.
Sgt. Weinkofsy and Officer Crosta subsequently arrested
the female, later identified as Hollie M. Karrick inside the restaurant. She
attempted to destroy the heroin by flushing it down the toilet. She too was
transported to OTPD for further processing.
Ramey was charged with Possession of Heroin and
Possession of Heroin with Intent to Distribute. He was later taken to
Monmouth County Jail on $65,000.00 bail. Karrick was charged with Possession
of Heroin and Tampering with Evidence. She was later released on a criminal
summons.
