DRUG ARREST

DATE/TIME: 12/4/2007
LOCATION: Rear Parking lot of 1113 Hwy 35
OFFICERS INVOLVED: Mathew Jackiewicz, Jeffry Malone and John Green
ACCUSED: Andrew Robert Ruch, Age 21 of Monmouth Beach

NARRATIVE:
     On 12/4/07 at approximately 3:08 am, Officer Matt Jackiewicz was stationed along Highway 35 observing traffic. He observed a 2004 Chevy with a headlight out pull off Highway 35 and travel to the rear of a closed business. Jackiewicz found the Chevy parked behind the business. He approached the vehicle and identified the driver as Andrew Robert Ruch. Further investigation revealed that Ruch was in possession of cocaine as associated drug paraphernalia which included straws. He was also found to be in possession of knife. Ruch was subsequently arrested on scene and transported to OTPD for further processing. Police also seized Ruch’s 2004 Chevy under state criminal forfeiture guidelines. During the vehicle forfeiture procedures, Ruch was also found to have had additional cocaine in the vehicle that was believed to be for distribution purposes.
     Ruch was charged with Possession of Cocaine with intent to distribute, Possession of Cocaine, Possession of Drug Paraphernalia and Unlawful Possession of a Weapon. He was later taken to the Monmouth County Jail on $50,000.00 bail.
