PROSTITUTION ARRESTS AT SPA

58-year-old male from Union Beach
32-year-old male from Cream Ridge

NARRATIVE
     On 10/17/2007, members of the Ocean Twp. Police Detective Bureau and Special Assignment Unit made seven (7) arrests in connection with prostitution related offenses at a massage parlor establishment located on Highway 35 in the township.
     As a result of an ongoing investigation, police obtained a search warrant for a business establishment known as the Ocean Day Spa, located on Highway 35. Officers executed the warrant and arrested four women who were working at the businesses as masseuses. They were identified as Hua Lu, Age 36 of Flushing NY, Xiang Yu Quan, Age 44 of Flushing NY, Ying Zi Xuan, Age 41 of Flushing NY, Jung Hee Kim, Age 35 of Flushing NY. Also arrested during investigation were a 49-year-old male from Howell, a 58-year-old male from Union Beach and a 32-year-old male from Cream Ridge.
     Hua Lu and Jung Hee Kim were charged with Promoting Prostitution, Engaging in Prostitution and Maintaining a Nuisance by maintaining a house of prostitution. They were also each issued a township ordinance violation for failing to be a properly licensed massage therapist with the township. They were later released on criminal summonses. Ying Zi Xuan and Xiang Yu Quan were charged with Promoting Prostitution, Maintaining a Nuisance by maintaining a house of prostitution. They too were each issued a township ordinance violation for failing to be a licensed massage therapist. Xuan was released on a criminal summons and Quan was later transported to the Monmouth County Jail on $1000.00 bail. The 58-year-old male from Union Beach and the 32-year-old male from Cream Ridge were charged with Engaging in Prostitution and later released on criminal summonses. The 49-year-old male from Howell was charged with Loitering for Prostitution and later released on criminal summonses. The Police also seized $2188.00 in cash from the Ocean Day Spa as criminal proceeds under state criminal forfeiture guidelines. In addition, several credit card receipts were also seized as evidence and will be used to further the investigation.
