NARRATIVE:
On 10/2/07 at approximately 10:05 am, Officers Michael Legg and Mathew Jackiewicz were on two man mobile patrol in the area of the Asbury Circle. The duo observed a 2000 Honda CRV enter the Asbury Circle displaying an expired inspection sticker. The operator was also observed not wearing his seatbelt. The officers stopped the Honda and identified the driver as William O’Leary and his passenger as Kevin Motley. Officer Legg then observed a plastic bag containing hypodermic syringes inside the vehicle. Further investigation also revealed that the two were in possession of heroin while in the vehicle. Officers also recovered a pipe commonly used to smoke crack cocaine and several additional hypodermic syringes. Both O’Leary and Motley were arrested and taken to OTPD for further processing. It was also learned that Motley had several outstanding warrants for his arrest after he attempted to provide Officer Jackiewicz with a false name.
O’Leary was charged with Possessing Heroin, Possessing Hypodermic Syringes and Possessing Drug Paraphernalia. He was later released on criminal summons. Motley was charged with Possessing Heroin, Possessing Hypodermic Syringes, Possessing Drug Paraphernalia and Hindering his Own Apprehension.
