UNDERAGE DRINKING INCIDENT

Jose Louis Casiano, Age 37 of Highlands
Ofori H. Parker, Age 19 of Ocean Twp.
Male Juvenile, Age 16 of Ocean Twp.

NARRATIVE:
     On 7/28/2007 at approximately 9:09 pm, officers assigned to the Special Assignment Unit were on quality of life patrol within the Twinbrook Apartment Complex. During this patrol, officers observed Hipolito Pagan and Jose Louis Casiano receive money from two persons, under the legal drinking age, to purchase beer. The two underage persons were identified as Ofori H. Parker, age 19 and a 16-year-old male juvenile, both of Ocean Twp. Officers then observed Pagan and Casiano enter a liquor store and purchase beer. The two then gave the beer to Parker and the 16-year-old. All were subsequently arrested in the complex outside an apartment building. They were then transported to OTPD for further processing.
     Pagan and Casiano were both charged with providing alcoholic beverages to persons under the legal age. They were later released on criminal summonses. Parker and the 16-year-old were charged with having another purchase alcoholic beverages while under the legal age. Parker was released on a criminal summons and the 16-year-old was released to his parents.
